Not burn in since it literally burn the upper layer but this can fix dead (black) pixels at least on LCD displays. Those guys sometimes get stuck, most likely from the factory and they need a "bump" which can be provided if lucky by a video with colored white noise (like you mentioned in the post), if not lucky then it can still be brought to life by applying some heat or mechanical force.
